Dallas City Council has approved the appointment of Deputy City Manager Kimberly Tolbert as the interim city manager, effective June 3. She will fill the role while the council conducts a search to permanently fill the position, which is being vacated by the departure of current City Manager T.C. Broadnax.
Tolbert is Broadnax’s former chief of staff.
In a statement this week, Tolbert said she is “honored to accept the appointment and remains “committed to working in partnership with the Council, staff, residents, and businesses, to ensure a seamless and efficient operation of city government” during the transition.
“Alongside local leaders, we will remain laser focused on the vital issues in front of us such as the upcoming Bond Program election, FY25 Budget development, homelessness, and stabilizing the police and fire pensions,” Tolbert said, noting “These are complex challenges, but I believe the City Council and staff are stronger together.”
The Dallas City Council voted 12-2 on Tuesday to appoint Tolbert as the temporary successor to Broadnax when he resigns in June.
She was the only person named by council members as a candidate for the job, and Black and Hispanic business, trade and faith-based organizations urged the council to select her.
Tolbert’s appointment comes six days after Broadnax announced his resignation, which goes into effect June 3.
The Dallas Morning News reported that the Council’s approval came amid concerns from the public and council members Cara Mendelsohn and Paul Ridley, who said they believed the appointment was being made too quickly and too much out of the public eye.
The publication said that Mendelsohn and Ridley voted against Tolbert’s appointment.
