Modera St. Paul Rising: Construction Kicks Off On New Urban Living Hub in Dallas’ East Quarter

WDG-Designed Modera St. Paul will offer 333 apartments and nearly 4,000 square feet of retail space. Amenities will include a karaoke room, podcast studio, an arcade, a rooftop deck and sky lounge, access to work-from-home spaces, private EV charging stations, and more.

A new mixed-use apartment community is coming to one of the most walkable areas of downtown Dallas. Construction is underway by Mill Creek Residential on the 16-story Modera St. Paul, to be located in the city center’s East Quarter neighborhood.

Mill Creek Residential is a leading developer, owner-operator, and investment manager based in Boca Raton, Florida. It specializes in premier rental housing across the U.S.

First move-ins at Modera St. Paul are anticipated for late 2024.

Designed by Dallas-based WDG Architecture with interiors by Portland-based Vida Design, the development will offer 333 apartments and nearly 4,000 square feet of retail space. Located at 400 South St. Paul Street, it’s at a primary junction of Dallas’ employment, civic, and cultural districts, where numerous hotels, restaurants, and parks have helped to create a vibrant downtown neighborhood.

Michael Blackwell says the unique pocket of downtown has benefitted from a “considerable private investment” in the Farmer’s Market and the East Quarter, as well as public and private investment in nearby parks.

The area “continues to become an exceedingly attractive living destination with its proximity to everything residents desire from city living,” said Blackwell, who is senior managing director of development in North Texas for Mill Creek Residential, in a statement.

“With our partners the Hamiltons, who have been instrumental in the evolution of downtown, we’re excited to add Modera St. Paul to the neighborhood, which will provide walkable access to the downtown’s rapidly expanding restaurant scene and world-class parks, all while putting residents within moments of nearly 200,000 jobs in greater downtown,” Blackwell added. “We look forward to offering a best-in-class living experience in the heart of Dallas.”

A Walk Score of 95—and lots of nearby attractions to walk to

The development has a robust Walk Score of 95, Mill Creek said, with Modera St. Paul putting residents within walking distance of more than 200 bars, restaurants, boutiques, and additional key attractions. It will offer a full slate of “first-class” amenities, including unique experiences such as a karaoke room, podcast studio, and arcade.

Modera St. Paul is within a five-minute walk from the Main Street District, AT&T’s Global headquarters and Discovery District, as well as the Dallas Farmers Market, City Hall, and the Dallas Central Library.

Several destination parks with year-round programming are within a short walk of the project, including Carpenter Park, Main Street Garden, and Harwood Park, which is under construction just a half-block from Modera St Paul.

Amenities for 21st century living

Mill Creek said that Modera St. Paul is being built to NGBS bronze standards, and will feature one-, two- and three-bedroom homes with select den layouts optimized for hybrid workers.

Other amenities will include a rooftop deck, sky lounge, seventh-floor amenity deck with outdoor swimming pool, grilling area, fire pit, outdoor dining, landscaped courtyards, resident clubhouse, coffee bar, private conference rooms, pet spa, dog run and a club-quality fitness center with cardio equipment and yoga studio, Mill Creek said.

Access to work-from-home spaces, private EV charging stations, and more

Residents will have access to work-from-home spaces, private EV charging stations, controlled-access reserved parking and a bike storage and repair room, the company said.

Modera’s apartment interiors will include wood plank-style flooring, built-in shelving and desks, stainless steel appliances, quartz countertops, tile backsplashes, soft-close cabinets with under-cabinet lighting, premium plumbing fixtures, refrigerators with built-in water filters, in-home washers and dryers, walk-in closets and private patios or balconies.

The bathrooms will feature custom backlit mirrors, double vanities, walk-in showers and tile flooring, Mill Creek said. Select homes will include moveable kitchen islands, mudrooms, separate dining areas and oversized bedrooms. Modera also will offer a variety of smart home features, including smart thermostats, smart leak detection, controlled guest-access technology, and ultra-high-speed Wi-Fi connectivity for residents at a discount to market-pricing.
