Tyler Technologies Announces C‑Suite Changes and First‑Ever Chief Client Officer Role

Tyler President and CEO Lynn Moore hailed the moves—which include new chief marketing, chief legal, and chief administrative officers—as milestones reflecting the company's commitment to "continuous innovation and collaboration."

Plano-based tech company Tyler Technologies has announced changes to its executive leadership team, including new chief marketing, chief legal, and chief administrative officers and its first-ever chief client officer.

Tyler, which provides integrated software and technology services for the public sector, said the C-suite updates reflect “its ongoing commitment to innovation and growth.”

“These announcements mark milestones for some and, together, reflect our commitment to the long-term growth of our business and our people as we focus on continuous innovation and collaboration to best serve our Tyler clients and team members,” President and CEO Lynn Moore said in a statement.

Among the changes, Arik Flanders has been promoted to chief marketing officer, succeeding Samantha Crosby, who plans to retire in June, the company said.

Flanders joined Tyler in October 2023 as vice president of Marketing Shared Services, adding value to Tyler’s digital marketing operations, technology and data practices, and demand generation, the company said. Before Tyler, Flanders spent 14 years in progressively responsible global management roles with Dallas-based Texas Instruments, including serving as director of Digital Marketing Operations and director of Brand Marketing, Digital Media & Advertising, Analytics, and eCommerce.

Crosby joined Tyler in 2008 and soon after developed and launched its unified brand strategy. She established foundational disciplines across marketing and communications, focused on strengthening awareness, driving go-to-market strategies, generating leads, and protecting the Tyler brand. Tyler said Crosby played an instrumental role in its growth over the past 15 years. The company said she’ll transition to senior marketing advisor until her retirement.

Shuffling legal and administrative roles

Bill Van Asselt has been promoted to chief legal officer, succeeding Abby Diaz, who has been elevated to the newly created position of chief administrative officer.

Van Asselt, who will assume direct leadership of the legal team, joined Tyler through the acquisition of NIC Inc., in 2021, where he worked for nearly 11 years. Before NIC, where he served as general counsel for five years, Van Asselt practiced law at Lathrop & Gage LLP in Kansas City, Missouri. Since joining Tyler, Van Asselt has served as deputy chief legal officer.

Diaz, in her expanded role as chief administrative officer, will continue to oversee Tyler’s legal team and adds responsibility for Internal Audit, Data Privacy, Corporate Governance and Responsibility, as well as Corporate Communications, the company said.

Tyler said this move strengthens alignment across these critical functions, supporting Tyler’s long-term growth and enabling an integrated approach to governance, compliance, and communications.

Diaz will also continue as Tyler’s corporate secretary, the company said.

‘A more formal approach’ to client experiences

The company also announced the appointment of Andrew Kahl as the company’s first-ever chief client officer.

Kahl will be responsible for overseeing and continuing to enhance the experience of Tyler’s thousands of public sector clients from more than 13,000 locations, the company said.

“The key to Tyler’s ongoing success is the trust our clients place in our organization and our teams, and it’s something we steward carefully,” Moore said. “Andrew’s leadership and expertise will allow us to execute a more formal approach to the client experience that will serve Tyler and our clients for years to come.” 

Before joining Tyler, Kahl was CEO and board member of BackBox Software, a global software category leader in the network security automation market. While at Plano-based BackBox, he led the strategic transformation of a native SaaS and cloud-hosted product, enhanced services offerings, and transitioned the go-to-market motion from a perpetual to a subscription revenue model. Under his leadership, the company achieved significant year-over-year revenue growth and doubled its North American customer base.

Before BackBox, Kahl served as chief customer officer at SailPoint, and as vice president of customer success delivery at NetApp. He co-founded Credant Technologies, a leader in data encryption security software, which was acquired by Dell Technologies in 2012.

Tyler said it has more than 44,000 successful installations and clients in all 50 states, Canada, the Caribbean, Australia, and other international locations.
