Fluor Corp. Appoints 1st Chief Operating Officer and Chief Legal Officer

The company said that COO Jim Breuer will drive a more holistic view of its markets, strengths, and needs in project delivery and talent allocation. Kevin Hammonds succeeds John Reynolds, who will retire from the company after nearly 40 years of service.

Irving-based Fluor Corp. announced the appointments of Jim Breuer as chief operating officer and Kevin Hammonds as chief legal officer. Both roles are newly created within the company.

Breuer will focus on fostering a more integrated approach to the company’s markets, strengths, and needs in project delivery and talent allocation across Fluor’s three business segments: Energy Solutions, Mission Solutions, and Urban Solutions, the company said.

Hammonds succeeds John Reynolds, who will retire after nearly 40 years with Fluor. Reynolds will continue to serve as corporate secretary to Fluor’s board of directors until May 2025, according to the company.

“I could not be more pleased with the progress we have made over the past few years under our ‘building a better future’ strategy,” said David E. Constable, chairman and CEO.

He added: “As we wrap up the first chapter of this strategy, it’s time to develop plans for the next chapter, including maximizing opportunities in growth markets, remaining laser-focused on execution, generating consistent operating cash flow, and continuing to develop the company’s most important resource—our people.”

Fluor, which has provided engineering, procurement, and construction services for more than a century, employs nearly 34,000 people worldwide. The company reported revenue of $15.5 billion in 2023 and is ranked 265th among Fortune 500 companies.
