That caused some buzz in the comments, the Dallas Observer reported, with some wondering why a small (but growing) city would need such a massive, militarized vehicle. The department responded with our Last Word today and noted that the high-tech vehicle was obtained at no cost to Prosper through the Federal 1033 program.
