Dallas EDC Names Arts Leader, Former Ambassador as Board Members

The Dallas Economic Development Corp. announced that Chris Heinbaugh and Ambassador Jeanne Johnson Phillips have been appointed as board members of the nonprofit organization, which was established to promote economic growth and vitality in Dallas.

Dallas EDC Board Chairman John Stephens said Heinbaugh and Johnson Phillips “will bring valuable insights to our organization.”

“To support and promote Dallas, these individuals come from various business backgrounds and represent the diverse industries in the city,” Stephens added in a statement. “The new board members embody this mission: Mr. Heinbaugh has extensive knowledge of Dallas’ Arts and Culture environment and the significance of the arts to economic development, while Ambassador Phillips’ international experience will help support the efforts of the Dallas EDC as a global business hub.”

Heinbaugh is the chief advocacy officer at the AT&T Performing Arts Center in Dallas, where he works with arts leaders to promote a vibrant arts community in the city. He developed a nonpartisan advocacy strategy that has successfully garnered support for the arts from city leaders, contributing to economic development and corporate investment, Dallas EDC said. Heinbaugh also secured $75.2 million for 15 city-owned cultural facilities through the 2024 Bond Program. Previously, he was chief of staff to Dallas Mayor Tom Leppert, managing policy decisions, political strategy, media engagement, and education initiatives. Leppert was Dallas mayor from 2007 to 2011.

Phillips has had a distinguished career in corporate engagement and international relations, Dallas EDC said.

President George W. Bush appointed her as the U.S. Permanent Representative to the OECD in Paris from 2001 to 2003. She is the only woman to chair two Presidential Inauguration Committees. Currently, she chairs the Mayor’s International Advisory Council for Dallas, promoting trade with international entities, and she recently served as an Honorary Consul for France to strengthen business and cultural ties.
