Plano-based engineering firm Westwood Professional Services Inc. has appointed veteran executive Dean Palumbo as its new chief operating officer, bringing with him an extensive background in the A&E industry and a focus on leading and building strong teams.
He will oversee Westwood’s operations, focusing on driving growth across all of Westwood.
The appointment comes during a period of major transition for the firm. Westwood relocated its HQ from Minneapolis to Plano in late 2023. In 2024, New York City-based Blackstone, and equity funds affiliated with Blackstone, made a majority investment in Westwood.
“Dean’s extensive experience and proven track record in project management, operations, and working in complex businesses make him an invaluable addition to our team,” CEO Bryan P. Powell, PE, said in a statement
Palumbo has more than 35 years of experience, Westwood said, and previously was president of government solutions at Witt O’Brien’s | Ambipar Response, where he led initiatives in emergency management and disaster recovery.
Before that, he was SVP at Stantec, where he led the operations of the Western U.S. and principal leadership on projects such as the University of Texas at Austin Enabling Program, Moody Arena Project, and the California High Speed Rail.

Westwood said that Palumbo’s expertise in navigating complex environments and fostering strategic relationships will be instrumental as it continues to deliver solutions to its clients.
